Bill came to Knoxville as the Planning and Zoning Administrator in July 2016. Prior to working in Knoxville, he was employed by the City of Douglas, Wyoming as a Planner with a focus on current planning. His other experience was as a Planning and Zoning Specialist for Black & Veatch in Minneapolis, Minnesota with a specialization in hydrogen refueling stations and wireless telecommunication sites.
A native of Ohio, Bill earned his Bachelor of Science in Geography with a minor in Health Science from South Dakota State University, and a Master of Urban Planning from Minnesota State University. He is an active member of the American Planning Association, the state Planning Associations of Iowa, Minnesota and Wyoming, and the Associating of State Floodplain Managers.
